    how can you explain zero base budgeting

    Zero base budgeting requires documenting and justifying every dollar in a budget, as opposed to accepting last year's amounts as the base and then documenting, justifying, and focusing only the change from last year. Seems like a great concept, but requires lots of effort, paper-work, etc.
